Overview
Queues Enforth Development, Inc. and its predecessors, has been providing products and services to public safety
agencies since 1974. Although originally a consulting company, a need for reasonably priced software products
in the public safety market was quickly recognized and in 1984, the first Computer-Aided Dispatch software was
introduced. Q.E.D., Inc. has focused continual enhancement and tailoring to meet the unique needs of each
customer ever since.

History
Queues Enforth Development, Inc. (Q.E.D.) was established in 1990 as a result of the merger of two preexisting
companies-Enforth Corporation and Queues Limited. Enforth has been a preeminent public sector operations research,
software, and consulting firm whose clients included the City of New York, the U.S. Department of Justice,
and the U.S. Postal Service. Queues was a software start-up, targeting Fortune 1000 companies such as Citibank
and American Airlines, with sophisticated queue management and analysis systems. It should be noted that Enforth
was formed in 1981 by the same key principals who had formed Public Systems Evaluation, Inc. in 1974.
Thus, Q.E.D.'s corporate background and experience are based on those of its three predecessor companies-Public
Systems Evaluation. Inc., Enforth Corporation, and Queues, Ltd. Public Systems Evaluation, it should be noted,
was founded expressly for the purpose of evaluating innovative ideas and programs implemented in the public sector.
Q.E.D. was able to spin off one of its divisions that focused on consulting to private business and the Department
of Justice in 2000, allowing Q.E.D. to focus exclusively on the primary business of providing the technically
sophisticated, reliable software that Q.E.D.'s customers demand.

Corporate Innovation
Q.E.D. views the process of system innovation as not only requiring quantitative analysis and system design but
also an understanding of the institutional settings in which the systems or programs are embedded. In this view,
Q.E.D. staff have participated in the design, implementation, and evaluation of various programs-particularly
those dealing with criminal justice services. Indeed, the strength of Q.E.D. is in its people.
At present, the
professional staff is comprised of experienced and talented individuals with advanced degrees in engineering,
computer science, communications, systems analysis, planning, technical writing, marketing
and management. This varied background reflects Q.E.D.'s emphasis on an interdisciplinary approach to project
performance. In addition to the professional staff, consultants with specialized skills are retained and
routinely employed as needed.
